Θέμα: Διαβούλευση με AOPA Hellas σε θέματα Γενικής Αεροπορίας

Αξιότιμη κυρία Δρογώση,

Λάβαμε την απάντησή σας με Αρ. Πρωτ.Κ.Γ./Δ3/Β 37018 σχετικά με την συμμετοχή μας στις Επιτροπές Χρηστών Αεροδρομίων.

Με την από 14/06/19 επιστολή μας σας ζητούσαμε να μας ενημερώσετε πόσες και σε ποια αεροδρόμια έχουν συγκροτηθεί Επιτροπές χρηστών.
Ως αναφορά στις διαβουλεύσεις εμείς δεν περιοριζόμαστε μόνο στις χρεώσεις των Handlers προς τη ΓΑ αλλά και σε άλλα σημαντικά θέματα όπως διαθεσιμότητα χώρων στάθμευσης ΓΑ, τα ωράρια αεροδρομίων, τη διαθεσιμότητα καυσίμων κλπ.

Ειδικά για το θέμα των χρεώσεων έχουμε αναθέσει σε νομικούς την διερεύνηση και την ερμηνεία της νομοθεσίας σε σχέση με το Ενωσιακό δίκαιο.

Θεωρούμε επομένως ότι δεν μας απαντήσατε στην ουσία και αναμένουμε...

Ως προς το θέμα συνεργασίας μας να σας αναφέρουμε τα εξής.

Από έρευνα στις άλλες AOPA Ευρώπης με τις οποίες έχουμε άμεση επικοινωνία, αποκομίσαμε τα εξής σχόλια όταν ερωτήθηκαν αν και πως συνεργάζονται με τις εθνικές τους Υπηρεσίες Πολιτικής Αεροπορίας τους:

AOPA Luxemburg
Air Navigation Administration of the Luxembourg Government / Ministry of Transport  https://ana.gouvernement.lu/en.html , in which we are consulted on a regular basis. The topic anno 2019 are flight restrictions due to heavy traffic as we operate at the same airport with the airliners. The discussions are positive.
- We further managed to create a new commission with the COO of Luxembourg Airport, where we discuss items concerning General Aviation. The first topic anno 2019 where we were able to find a solution is that we got the Parking 5 for General Aviation back from https://www.lux-airport.lu/ , here's a tweet about the subject https://twitter.com/AOPAluxembourg/status/1159094610137931790?s=20
 We sit in a commission together with Lux Airport, the Communes and environmental groups, aiming to reduce the noise created at Luxembourg Airport. No big issues here anno 2019
We are collaborating with the University of Luxembourg (https://wwwen.uni.lu/snt ) and the Luxembourg Government initiative Digital Luxembourg  (https://digital-luxembourg.public.lu/); we organized a joint seminar about “unmanned aircrafts and air traffic management”

AOPA UK
The main Strategic Forum which includes government and CAA.
I meet the board of CAA and the Minister at least once per year.

AOPA Netherlands
Main Strategic Forum which includes government and CAA.

AOPA Germany
We are being consulted by our DoT and our ANSP DFS.

AOPA Cyprus
Yes-sometimes we are invited, CAA, Hermes Airports (Larnaca and Paphos Airports Operator)

AOPA Spain
Aeronautical authorities, AESA (the Spanish air safety agency and the General Direction of Civil Aviation belonging to the Ministry of "Fomento" (civil construction, Infrastructures and transportation).
Seat together with the airlines in the regulatory commission of the Spanish Private/public Commercial airports monopoly AENA and we a have bilateral commission with AENA concerning GA.
Have a permanent consultation with the air traffic control monopoly ENAIRE, concerning air space design, assistance and service to the GA, and other operational issues like GA corridors and others.
Seat occasionally with regional governments, especially the ones that have some jurisdiction on non-Commercial airports.

AOPA Finland
Annual meetings and almost monthly consultations regarding airspace use and management. Since 2014 GA safety meetings have been held annually as well as safety seminars.
We participate regularly twice a year on High Level airspace policy Body meetings and annual seminars with authority and other stakeholders.

AOPA Italy
Yes. With our CAA, and National Safety Agency.

AOPA Belgium
Yes, with the 'Belgische Federatie Luchtvaart' (BFL),
We have at least two general update meetings with the Belgian CAA and we work together on various topics concerning GA.

Πέραν των παραπάνω σας επισυνάπτουμε παρακάτω ένα σημαντικό έγγραφο του ICAO από Σεπτέμβριο 2018 το οποίο επισημαίνει τη σημασία της Γενικής Αεροπορίας στην παγκόσμια Αεροναυτιλία και ΠΡΟΤΡΕΠΕΙ τις τοπικές Υπηρεσίες Πολιτικής Αεροπορίας να συνεργάζονται με τις τοπικές AOPA,
βλ. Παρ. 1.6, Παρ. 2 και Παρ. 3.2 d).
